After two extensions, the final, non-negotiable deadline is October 31, 2026. No further extensions have been announced, and immigration lawyers and Cancillería officials have stated clearly that this deadline will not be extended again.
Who Must Complete the Mandatory Visa Transfer?
The transfer requirement applies to all foreigners who hold a Residente Permanente visa issued before the entry into force of Resolution 5477 (i.e., before late 2022). This includes holders of:
- Permanent resident visas issued under pre-2022 regulatory decrees (Decreto 1067 de 2015, prior resolutions)
- Visas that were valid and never formally expired, but issued under the old system
- In some cases, holders of older visa typologies that were assimilated into the Residente category under the transition rules
