Colombia and the Venezuelan Migration Crisis: An Overview
Colombia has been at the forefront of the global response to Venezuelan migration. With over 2.8 million Venezuelans currently residing in Colombia, the country implemented one of the most comprehensive humanitarian migration frameworks in Latin America — the Estatuto Temporal de Protección para Migrantes Venezolanos (ETPMV), established by Decree 216 of March 2021.
The ETPMV: What It Is and What It Provides
The Estatuto Temporal de Protección para Migrantes Venezolanos (ETPMV) is a 10-year temporary protection framework for Venezuelan nationals in Colombia. Upon registration and approval, eligible Venezuelans receive the Permiso por Protección Temporal (PPT) — a physical ID document valid for 10 years that authorizes legal residence and work in Colombia.
What the PPT provides:
- Legal residence in Colombia for up to 10 years
- Work authorization (formal employment and self-employment)
- Access to the Colombian health system (EPS enrollment)
- Access to educational and social services
- A formal immigration status that can be a basis for future regular visas
Can PPT Holders Transition to Regular Visas?
Yes. Having a PPT and complying with its terms can serve as a springboard to regular Colombian visas. Venezuelans who meet the substantive requirements for a regular Migrante or Residente visa — by establishing a relationship with a Colombian national, starting a business, securing employment or meeting other standard criteria — can apply through the normal Cancillería process while holding a PPT.
Transitioning to a regular visa provides additional stability and, in the case of Migrante visas, begins accumulating time toward the 5-year permanent residency path.
Venezuelans Without PPT: Regular Visa Options
Venezuelans who did not register for ETPMV or whose registration was denied may still be eligible for regular Colombian visas if they meet the standard requirements:
